Fed health / Europ Assistance bad customer service for claims

I have been trying to get an ambulance claim processed since September last year and to date i have not gotten assistance. Made numerous follow-ups both telephonically and email and every person I spoke too was not of help. They say Europ Assistance is dealing with claims, calling them is a waste of time. Bad line and you won’t be able to hear anything.
