emergency non payment hospital bill

my son was hospitalized on the 23dec 2020. it was an emergency as he had dislocated his elbow. my brother took him to the nearest hospital. i met them at the hospital and confirm with the hospital because its not a network hospital. they told me no need for co payments as its an emergency and according to my knowledge an emergency can be attended at any hospital. only a planned procedure is not covered in non network hospital. fedhealth refuse to pay the medical bills stating they need a co payment of 12500.
