Corrceted Tax Certificate?

I refer Fedhealth to my recent request (Ref 050716QTYM6P) about obtaining a ‘corrected’ tax certificate for tax year ending 29 Feb 2016. The first certificate provided to me was incorrect because although I was a member of the Scheme from 1 Feb 2016, my contribution for this period was not recognized and was not reflected on the tax certificate provided. Fedhealth maintain that they would only recognize the revenue i.e. my contribution(s) as received, which amounts to a ‘cash basis’ of accounting and which is at odds with an ‘accrual basis’, which is the standard (please see my correspondence to Fedhealth, e-mail 5 July). I don’t understand the lengthy delay in processing my request. Please can you assist so that a new tax certificate can be issued that reflects my contribution for February 2016?

In my opinion this is a typical example of “Service Delivery Failure”. Fedhealth disappointingly refuse to amend my tax certificate because according to Fedhealth’s consultant, SARS will ask some awkward questions of Fedhealth. Fedhealth has provided no rational basis for not being able to correctly capture my contribution to the Scheme for the period of time that I was a member of the Scheme within the tax year. There is a word in the dictionary for this attitude. Fedhealth might as well not even have bothered with issuing a “tax certificate” because what was issued is more akin to a “certificate of membership only”. No, I was not satisfied with Fedhealth on this occasion. For a simple matter and after dragging on for several weeks I informed Fedhealth to forget it. For a large organization their systems appear inflexible. If small things are so troublesome to them, then I’m concerned about potential bigger issues. I’m now a very concerned new member.
