Claim process taking over 4 weeks

I submitted a claim and a week later had to resubmit same claim. Called them 11 days later and was told that they will pay provider and not me-the actual person that already paid the doctor and the person that submitted the claim, claim then went for reprocessing and now there is another 8 days delay. Who checks and verifies claims that the provider is paid 3 times. I will be moving to another scheme because of this.
