Authorization not issued for hospital admission i have to be transferred to public hospital yet paying

If it wasn't for the company I am working for that force us to be on Fedhealth I would immediately cancel this medical aid. Am in Clinix hospital network as per flexi fed elect require the hospital is 46km away from I've been there as from 14H10 now it 21H35 my son 21 months so is supposed to be admitted immediately the medical aid i sm paying is not releasing the authorization number I now have to go to public hospital yet paying fedhealth because the can't issue authorization n am getting no reasons why?
