Useless company

I have been waiting for my parcel for two weeks. They said they are at the delivery address but when I come outside there is no one. Calling the delivery guy doesn't help as he either doesn't answer or tells me he is on his way which is a lie. Calling the depot also doesn't help as they make empty promises. I even submitted clear instructions to the location. What more do they want? Me to do their work for them?
