Offensive personal pictures on Facebook

I am experiencing a problem with Facebook, the fact that it allows people to post pictures about other people and when one tries to report the picture it goes silent and does not even take action about the picture or what has been said. I thought Facebook was a platform used to connect with friends or share important things but to my surprise it actually allows people to insult and post pictures about other people's and slander their character online and when you report such harassments, they don't pay attention to our complaints.

Please assist on this matter as it is ruining other peoples career just because one hates.
