Facebook helps cyberbullies to bully others!

I have been complaining for months about a child who is has made a false profile of him or herself (we don't know this person) with my school's profile picture. This person, constantly makes comments and harasses children within the school. I have complained so many times with Facebook, but they find no faults and close the case. So how do we end this cyber bullying on children via children with the assistance of Facebook? Facebook is promoting cyber bulling by just closing cases. One cannot give a problem statement, you must just pick from a drop-down list! Please Facebook, I need assistance in the matter!!
