Facebook frustrates me

So weird, my account (personal and business ) was hacked facebook was unable to help me get it back and so much damaged was done to my reputation due to the hackers I asked facebook to pls close the account, which I presumed they did. After 3weeks I attempted to open a new account and I received a message from facebook that they has put me under surveillance and can appeal to keep my new account as it has content that does not comply to their standards. I have not posted anything. This is my business.

I am so frustrated
