Experia Abuse of Power

I received a notification from Experian to say that someone requested a Credit Report on my profile. I did not authorise this nor have I app**** for Credit anywhere. My bank card has been ****** and I suspect that the two incidents are linked. I tried to phone Experian but one cannot get through. A WELCOME message comes on and then the call is cut. I got through once and a receptionist answered and promised to transfer me. I would still be holding on if I did not cut the call. I do not know what authority Experia has to share one's personal information, including ID, phone, home addrerss, bank accounts, property owned etc. This is very concerning.
