Dispute lapsed

I have responded to the email as per what was sent to me, on the 10th of March i got an email confirming that the dispute was lodged but as i am writing this nothing has happened and they don't answer their calls, I have called again and waited for 40min for respond that did not have a direction until after an hour my call got cut off.I was told that the bank can do application for me without my knowledge as long as i had an account with them before which i find it amazing cause the bank can apply for a house for me without my knowledge.I have disputed all the enquiries but they are now telling me to redo it again.Does this mean our id,s are used anytime ,anyhow to to applications by the banks .
