Complaint on none service delivery

I have ben calling Experian since February now and no-one is answering but a answering machine that keep saying "they are experiencing a high volume calls" . I called their tech assistants and the guy said he can see 3 people available but no-one is picking up the phones. How do they assist customers if they don't answer.
