Still waiting for license disc

We have bought a vehicle from Exclusive Auto Gezina end of July. We are still waiting for the license disc. I have contacted the sale person who assist us with the deal and he refer us to his manager. I have contact him twice. The first time there was a problem with the previous owner that had outstanding fines and they were waiting for the previous owner to pay the outstanding fines. Today the 7th September I have contact the manager again and once again an excuse, he will phone me back and still no return call with an answer, my first permit expired and then they have sent an 2nd permit that will expire the 11th. Not sure what will happen then. Not sure who will assist to sort out this problem, and how is it possible to sell a vehicle if you’re admin is not up to date.
