Worse service EVER!!!!!!!!

I've been trying for more than a year now to get my rates (municipal)account. When you call the call center, they can't help because the system is down. I tried to register, millions of times, on their online e-service, but also the system is down. You go to the offices, wait forever, and when you eventually get help....Oh sorry, the billing system is down. How can the municipality's systems be down for more than a year??????
