When the municipality counselors are at work can they please focus on helping the community instead of running their businesses there

Went to the municipality counselors office to ask for proof of residence and the counselors there just came back from lunch as they were helping me and my husband they were busy selling hair weaves to each other we were in there with them for almost half an hour we ended up not getting any help at all because they were busy selling each other weaves
