Useless Staff at Municipal Offices

I have just bough property in KZN and am trying to open a Municipal account. I live in Johannesburg, so logistically it is a nightmare to arrange. I have contacted the Municipal offices at Winkelspruit, and the useless receptionist cannot help me. All I want to know is if I can send someone else in as proxy to open the account and what documents are required. The receptionist's English is worse than a 1 year old, and she has no clue about anything within the department. Very disappointed with the service, and also shocked as to how this clearly uneducated person was employed to answer the telephones at a Municipal offices. I have also registered on the e-services, but clearly they are not au fait with this!!!
