Useless billing Department

In September and October of last year , I was charged for 162000 litres of water used. On querying this , I was told that "you must have a leak". I did not have. In spite of me doing readings myself to show that my average usage at any one time is about 30 000 litres p/m I have been unable to get any satisfaction from Kempton Park Municipality. I strongly suspect that having paid for what I was charged to avoid "termination of service" (which is your electricity, water being sacrosanct) my chances of retribution are nil as they have my money.
