Urgent help Please

Good Day.. I need your assistance please. I dont know if other members are experiencing the same issue as me. I am a Pensioner & live alone. I also work 5 days a week. My Light bill has been coming between R5500 & R6000. The Bill I received today was R8600 which is totally ridiculous. We get no answers from the Municipality. Is there a way forward for my query.
