Sudash Singh at Ethekwini Municipality Rates Department Won't Even Respond to Emails!

Ive been calling the rates department for four weeks now and nobody picks up the calls... the phones ring unanswered all day. Emails go ignored as well. Last week, I mailed an urgent query to Sudash Singh at rates department, ensuring that he understood the urgency of the matter and still, my emails go ignored. I explained the situation to Sudash in my email, informing him that I've tried to call tirelessly, but to no avail. I also inquired as to whether my request could be dealt with via email (due to COVID-19) instead of me having to go in personally, as that would minimize contact risks for both of us, but that however, if I need to come in personally, I will do so... He just needs to instruct me accordingly. I have again emailed Sudash on Monday morning, requesting that he responds to my previous email, but still, no response!!! Is anyone at these departments actually working? It's such an injustice that as rate paying citizens, we are not given the respect that is demanded from us. How does one escalate the matter?
