Ridiculous billings from the Municipality

For the last few months, I am having ridiculous billings from the Municipality. Every month is like a seesaw and my bills are always showing my electricity meter and water meter is NOT READ. Our house does not have its own electricity box in my yard I wish I did so I can have an accurate reading so I can forward reading to the municipality. The electricity box is at the end of our road and has been locked up for ages no one ever comes to do the reading in our road as the house near there keeps an eye if any municipal official is coming through for a reading. . This month 06/07/19 my bill is sitting at R 4 164.00. My water meter is in my yard very near to the gate and it is accessible but NOT READ is showing on my bill as well. I can clearly see that for months this is just an estimated amount that I am paying for. I have checked with other members in different areas they are paying far lesser because they giving accurate readings because the electricity box is in the yard. Please can you advise me on how do i go about getting my reading every month from that box down the road??? If it is not possible than can someone come through to do a proper reading of our meters. I am sure in this day and age we all need to save our money and paying assumption amounts is not fair as a law-abiding citizen
