RATES CLEARANCE OFFICES

Is anyone else having problems with getting rates clearance. We cannot get a rates clearance and they don’t even answer their phones it is a disgrace considering the amount of money we pay them. It is very stressful. If there is anyone that can give me some advice it would be appreciated.
