Overgrown sidewalk bush

It is disgusting to think that we're expected to pay exorbitant rates and high utility bills and in return the service when one is trying to get something as simple as a sidewalk overgrown bush cut down becomes a nightmare. I have made numerous calls to every listed number for almost every Municipal dept just to get someone to hear me...to no avail. I eventually had most of the bush cleaned and cut down at my own expense.
