no words to describe the ****ing mess ethekwini municipality is in

hello I live with my uncle who is 70 years old & I been living with him & my aunt for as long as I can remember & all his municipality bills come via email & always paid in full no arrears left. we have prepaid electricity so we are billed for water, sewage disposal & refuse removal then about of the blues a bill comes for almost R4000 for rates so paid little at a time until someone told him he should not be paying for rates coz he's a pensioner and go to revenue office & get a rebate form so he did get 1 & filled form but never got a rebate but was told that amount that was charged that amount of +- R4000 has to be paid & then he will not be charged further & then receive his rebate which is almost 2 years ok now he gets the bill for refuse removal about R51 but that used to come with water & sewage bill now totally different bill. now out of the blues another bill arrives with a 3rd account number he's in arrears for R460 Rands so he phoned today & spoke to a gentleman who said this was from 2020 & if he want to query this come to any office the man is 71 years old and on crutches my point is where does new account no,s pop up and saying you owe this. the call center agent sent a email showing dates for unpaid refuse removal & checked bills of that year it was paid with water & sewage bill so now they say you owing this amount so I think ethekwini billing system is all ***** with over grown hairs coz now every 2 years they come up with new ways of robbing the consumers the municipality must pay the rates rebate back the he must pay coz he paid rates for almost R4000 at the age of 69 years old the problem is the municipality is so *******ed from the top the the small toe people who get employed there is not persons for what they know its who they know no merit involved just plain down ******* who want to live of other people's blood & sweat & to top it all in our area we have a **** of a councilor who does sweet nothing the service is pathetic & our area stinks of sewage seeping through mans holes & municipality does **** all plain down ethekwini billing department is a flipping joke
