No water for long 7 days

I'm really frustrated ...I haven't had water since 31st July and when we reported the matter we were advised that they are looking into it since the plumber "was not finished with his work" they have pipes laying all over our street and there is no water for almost 7 days now when I approached the guys who said were fixing the problem he said to me he doesn't know who should I speak to regarding this matter!!! He assured me the issue will be resolved as they had come to fix the problem that we have been experiencing since their last job on the 31st.....We have no water from then can some one please clarify this to us. Thank you
