No Network to purchase Electricity tokens

On the 22nd of February we ran out of Electricity and unfortunetly the Network to purchase the tokens wasn't working, this has been going for 2 days and our food has been spoilt in our fridges. We can't even use the Cellphone banking option to buy the token, this is very bad service form the Municipality as we rely on Electricity to function on a daily basis. We are forced to buy takeaways that have not been budgeted for. We are suffering as Citizens can someone please help us and attend to this issue as we are forced to sleep with Candles which is very dangerous. Please assist as we can't live like this anymore.
