Frustrated by Water department (Ethekwini Municipality) delaying doing investigations

i'm in a process of buying a house in Umlazi and have paid the whole amount to the lawyer's account end of November. My lawyer has submitted a request to the Municipality to do water investigations so that the transfer can be finalised. My lawyer has advised me that the request has not been attended to because there is only one person doing these investigations from Water department and transfers cannot be finalised. I find it very frustrating that i have to wait for such a long period not knowing when water department will attend to these investigations. I was hoping that i will move into my house at least in February, as i already don't have a place to stay as from end of January. I am a single mother of 4 and very frustrated that i cannot move into my house because someone from eThekwini Municipality, water department is not doing his/her job
