Exorbitant water bill

I have been pushed don pullar to post with an ever rising water bill. Nobody has been living in the premises for the last month but the bill has increased from R27000 to R35329.98. I have spent money on a leak detection test which should there is no leak. I have been up and down to the municipal offices with no joy. I have been asked to take pictures of the meter which has not changed. I really don’t know what to do. Please can someone help me.
