eThekwini - Water Department, None Existent?

I have been billed double my normal Water usage, and assigned related fines as my water reading was captured incorrectly: Now I am trying to get hold of someone/ anybody in eThekwini's Water Department. I have phoned for 3 days straight and not a single call has been answered. I can get to eThekwini municipality all good and fine, and they have been very helpful, BUT, NO. Seems the Water department is a Hole in the ground... Please can someone Monitoring this from the Water Department in eThekwini contact me please.
