eThekwini Municipality wasting time and money

In the beginning of Nov 2020 we had a burst water pipe (one of many, but that's a different story) in front of our house. The Water department came and repaired the burst pipe, but in the process dug up our driveway and damaged the waste water pipe that runs from our property to main sewage pipe. Getting the Sewage pipe issue fixed was not simple as multiple departments came and nothing was done, we finally got our local councilor involved and emailed different members of the municipality , finally the sewage pipe was fixed on the 2de of Dec, all this time raw sewage was running in the street. However the driveway was not fixed and caused us issue with being able to get one of our vehicles in and out of the driveway, especially when it rained. We made a plan and covered the area with broken pieces of tar, reported it to the municipality and sat back and waited, as we where told there was a shortage of resources in our area.

Finally today the 16 Jan 2021 trucks pitched up to fix paving, but instead of fixing our driveway they pulled up a large piece of the road between my house and that of my neighbor and re tarred that, even thought we have no idea why as we had never noticed an issue with that part of the road. When we asked if they where got to tar our paving the response was that there was no job card and they did not have enough tar (Truck had tar on it...). So we have been waiting to have our driveway fixed for two months, the municipality comes and fixes something that was not broken, but does not fix what is, how does that work?

I do understand that the fixing of a driveway in the bigger picture of what is required in our city as far as maintaining infrastructure might not be very high on anyone's list of priories, but why waste money on fixing things that do not need fixing? Would the Municipality be open to us paying our Rates and Taxes to those that do not need it instead of to them?
