Ethekwini municipality - Billing department doesnt exist

So this municipality does not have a billing department?? having been calling these numbers below which is supposed to be the billing for weeks on end including the *** number. Unfortunately nobody picks up including the department supervisor. Trying to get my electricity refund after the property has been sold months ago. Already submitted relevant documents multiple times that have been mislaid. The response is a useless automated message. *** *** ***
