My parents sold a house in Umkomaas South coast in 2020. By law, a house cannot be sold or transferred into the new owners name if all rates are not paid up. My parents were NOT in arrears. All rates paid up and the house was sold and transferred… now my dad passed away, mom is old and frail and this municipality is taking advantage… they sent my mom a bill of over R12000 and even made her sign liability for it
