Estimated billing consumption

I always sms my electricity meter readings to the Municipality without fail but it has never been captured in their system for the past four months. Their phones are not answered and I gave up on their email because they never respond. My billing always shows "estimated consumption, not read" and I need to know why because this inflates my billing.
