Electricity switched off

Good day,please can you assist. I have a complaint that my electricity get switched off. Are the municipality allowed to switch off my electricity when i have 3 little ones in my house. I have been paying my account each month and kept it recent. I did have a agreement to pay the arrears but got removed last year july because of a short payment. But when i can i pay more on my account. Please help. This is very frustrating to struggle. I dont have 50% of my arrears amount to put down to make an arrangement again for the arrears amount.
