Deposit Refund

I sold my property in April 2019. I closed my account with eThekwini Municipality and app**** for the return of my deposit or R5000. I still have not received anything from them. I live in Ireland so not so simple for me to go in and see them. I have emailed them numerous times, I have not had one reply. Help, what do I do!
