BASIC HUMAN RIGHTS

My water was disconnected an i have small children and i went to the phoenix branch to pay atleast half the amount and arrangement to update the balance,they turned me away and said they cant turn on without full payment,i emailed *** and they asked me to go back to branch for assistance

they could actual limit the water as its a basic human necessity
