Are we being billed correctly for Electricity or is the excessive amounts thumb sucked?

How do we as South Africans know that the amount we are being billed for is accurate? How often do they take readings? do they really use the amounts you email them. Its impossible to get different amounts every month ranging from R4000 to R6000 for 2 People.
