We now pay for a free service - Not a happy customer

Good day. For many many many years, I have been using the toilets provided by the Engen garage (Performance Fuel Engen Hatfield ) address 1303 Pretorius St, Hatfield, Pretoria, 0083. My understanding is that when we're there to refill gas it is one of the service rendered that comes with that. However recently on the 19/01/2025 nature had called and I was requested to pay R2 to enter to use the toilets.

My question now remains. Is this even legal? Do fill-up stations have the right to have us pay for a service that is essentially supposed to be free? Also, why is this particular one making us pay for a free service when the other Engen fill-up stations are free for us to use? I fill up my gas full-time at Engen and have never had to struggle for toilets like this.
