Refusing petrol purhase

Yesterday (Sunday, 07-06-2015) I go to fill up my vehicle as per usual and also request to have a 2-liter container to be filled for petrol for my lawnmower at home.<br> <br> I was refused to have it filled.<br> <br> I asked for the manager after which I was told they will not fill it once again.
