Fuel not poured and being accused of theft

On Saturday the 8th of August I went to Engine Ncala Section to pour the fuel and contrary to my expectation my petrol gauge did not move,I immediately asked the petrol attended and he just gave me the slip and moved away,I called him back and asked him to pour again.He inserted the pipe in the filler and took the money living me there unattended,I then drove off but when I realise that the gauge is still not moving,I went back to the garage and enquired with one of the attended who advised that they do have that problem where the petrol does not reflect until you have driven a long distance.I decided to go home and told him that if nothing happens I am going to come back tomorrow and he agreed.The following morning I had to go to church and I did not have petrol so I went to a different Fuel Station and they poured the fuel for me everything was fine the petrol gauge went up.I went back to Engine and asked the attended to pour full tank , but when I saw my gauge going up it raised my eyebrows and then asked to speak to the manager.The attended said he is not available and refused to give me his details,I left my details but no contact was made, Now the police are harassing me.
