Strikes, backlog excuses! The never-ending story...

My foreign parcel arrived 3 weeks ago via EMS (fast courier) in JHB. It has received a local tracking number, so at least that is out of the way for now, it is due for Cape Town and is still stuck in Pretoria due to backlogs bought about through ongoing strikes. Phones just ring with no reply, emails don't get answered, what is going on there? Can anyone help?
