Worst Service at Springs Licensing Department

I made a booking for a renewal of my PDP License online, I got the 13 o'clock slot, when making the booking they said you need to be there an hour before, I got there a 12 only to be told that they are closing for 1 hour lunch, all the staff is going for lunch for an hour of which I don't understand why they have to close the whole place for lunch why they don't split lunch one group at 12:00 then the other at 13:00, Today I went to check My finger prints for PDP I got the finger prints at 10am and waited on the Payment line till 12 noon again to be told that they will resume after lunch, this is not acceptable.
