What did I do wrong

I asked COE to change my electricity to prepaid, they sent their people to do the installation of the meter and now they sent me an infringement letter that I must pay a fine of R4503, 75 without me even shown any proof when I contact them they take me from pillar to post. And my electricity is being consumed faster than before
