Water meter difficulties

All sectional titles in Benoni have their own water meter. I would really like to have my own. The water is on my name and the meter is on my neighbor's property. How is this possible that i am getting all kinds of excuses from the municipality but other people does not have the same problem? What can i do to get my own meter? My neighbor does not have any responsibilities if the account does not get paid. Our usage are 42 kilo litres a month. These people uses water like they living on the ocean.
