Water and electricity abnormal billing

I have been experiencing problems with my pre paid electricy and water billing. They always switch off My electricy whenever my neighbor does something on the box. My water bill is miss charged but they don't want to listen nor invistigate the matter even if you try to give valid reasons. Their enquiry dest is not for enquiry not handling matters accordingly. Instead they force payments without looking at the issue at head. This frustrating as my staff in frigirator goes off.
