Waiting for house plan approval from council for 2years

I am penning this out of huge frustrations and desperation to get a building plan approved.

I app**** for the new development house in alliance 2 years ago and the property developers I signed up with are telling me the plan is still with the council awaiting approval an that's the story I've been hearing since 2019 up unit this day I'm concerned because age is not on my side and the bank might want to review again and who knows what if they tell me I don't qualify no more due to age? What's gonna happen to my kids it pains me everyday to hear that plan is waiting approval from the council
