VA TRANSFER BETWEEN ACCOUNTS on my municipal bill.

I bought a property in 2021 which was subsequently registered in May 2022. I August 2022, I opened a municipal account as required and maintained payments on a monthly basis. I November I got a bill for R7250 with line items marked VA TRANSFER BETWEEN ACCOUNTS amounting to plus minus R6000. I went to the municipal offices, but no one could explain or justify where these charges come from. I was told to make arrangements to pay the money over a 3 or 6 month period. Could someone please help to explain and breakdown these charges for me. Frustrated paying citizen.
