Useless is too kind a word

I speak from the heart here , this is one of the most useless , pathetic and arrogant municipalities I have ever come across. A year and a half of struggling for a refund after the sale of my house. Not even the councillors can help.The conveyancer has a list of 18 people in the same boat as me. Some heartfelt advice , when you sell your house make sure your account is in arrears, and when the time comes pay in to the exact cent what you owe , nothing more. I repeat , useless , pathetic , arrogant.
