Useless Ekurhuleni system

I am staying at Esterpark in Kempton park, I have a problem with my electricity it looks like my prepaid meter has a problem because my neighbours has electricity, I have been trying to call ekurhuleni emergency number ********** 000 for the past 45 minutes , I don't know what is happening but you can hear people speaking at the background but they are not attending to you and eventually they drop the call. I'm in the dark now without electricity and I don't know where to report my problem now if they don't want to answer my calls.
