Street lights maintanance

All the street light cables is my area were replaced and now nothing works and there is nobody in sight to fix the problem.<br> In the beginning of this year (2015) the Ekurhuleni came and dug up all the cables between street lights. They started to replace them with new cables. After running out of stock they came back about a month later to finish what they have started. After all the cables were replaced they packed their stuff and now they are nowhere to be seen. They destroyed the pavements, the driveways and even the road where they crossed from one side to the other. The house owners must clean up and fix behind them. Now about 4 months later there is no street light that works. <br> What is the problem?<br> When can we expect the Ekurhuleni to come and sort the problem?
