Skipping the bins

So Ekurhuleni enforced this system to have wheelie bins by 01 dec 2017 otherwise your refuse will not be removed... Still after that date bags are being collected which are not in the bins. We went and got our bins as the "new system" enforced us to do. The rental of these new bins + refuse removal costs more, but Ekurhuleni wants this system in place so we pay and we are participating in this new way of Refuse removal... This Thursday 15 February was our collection day as usual on a thursday. It was raining at the time the Refuse Truck came past. All the bags were quickly thrown into the truck but the bins weren't hooked, dumped and put back like usual - too much effort I suppose and taking too long in the rain. I phoned waste management x3 there after explaining the situation and yet my bins are still waiting to be emptied. This is no surprise to me Ekurhuleni does and can not privide efficient service. Yet we pay our bills. Be one day late and you get a final notice quick quick. If theur service was just as quick as getting that final notice out. If this is going to be a persistent issue with this NEW ENFORCED SYSTEM please do yourselves a favour Remove the bins and carry on like all the other many times the bags were removed without hassles. Cause this new fancy system of yours does not work when it is raining and the workers must wait a bit so the bins get emptied - they just leave them. Taking the bags which are loose standing are quicker in the rain. Pathetic!
